Yeah, a bank can put a hold on your funds for as long a ten days.
You should call Wells Fargo's customer Service number and see if there is somewhere local to cash the check. Sometimes a bank will enter into an arrangement where another bank cashes their checks as if they were their own.
If not, your only option is to cash it for a fee at a check cashing place (I don't believe banks offer this service a lot).
Before you do that, you might want to also call your bank and ask how long of a hold they are planning to put on our 4k. It usually differed by dollar amount so it might not be so bad.

It could be that the cash back put the net deposit amount 'under the line'. For example, check deposits of 5K or greater aren't available for 5 days, but you get $200 cash back so your $4800 dollar deposit only requires a 2 day hold.
ETA: This is just a hypothetical. These rules vary from bank to bank and are often applied arbitrarily by any given bank.

Sometimes they will call the other bank to verify funds and then can manually post the deposit (ie, make it available as cash in your account) through a memo post.
